CAPLAW Audio Conference: "Complying with the New 403(b) Plan Rules" on Thursday, September 25 from 2:00PM to 3:30PM

The new IRS regulations for 403(b) pension plans affecting tax-exempt organizations will take effect starting Jan. 1st, 2009. Additionally, the Department of Labor has recently amended regulations affecting Form 5500 reporting and audit requirements for 403(b) plans covered by ERISA. The CAPLAW 1½ hour audio conference elaborated on these regulations.

Virginia Housing Coalition - Regional Grass Roots Meeting

The Board and Legislative Committee of the Virginia Housing Coalition are proposing to advocate in the General Assembly on a broader legislative program during the 2009 Session, and is seeking advice from the membership. Workshops have been scheduled for Northern Virginia, Roanoke and Charlottesville, and plans are underway for sessions in Central Virginia and Tidewater. In 2008, nominations for these awards were presented at the 2008 Governor's Housing Conference, held Nov. 12 – 14 at the Hampton Convention Center.

Eleanor Evans, CAPLAW attorney, presents a short Question and Answer document about Political Activity for Community Action Agencies. Questions include topics about the extent to which the Hatch Act apply to CAAs, which CAA employees are covered by the Hatch Act, activities that the Hatch Act prohibits, a definition of the phrase "partisan political activity" that we could incorporate into our personnel policies, and much more.

By Rabbi Steve Gutow: Commentary: A Jewish Perspective on an Interfaith Campaign - The Jewish Council for Public Affairs (JCPA), co-chairing with Catholic Charities and partnering over 20 national faith-based organizations, has undertaken a campaign to organize faith communities to eradicate poverty in this wealthy nation. From September 10-16, Muslims, Christians, Jews and other interfaith partners in nearly 100 communities in 36 states across the country will participate in an initiative entitled, “Fighting Poverty with Faith: A Week of Action.”

VACAP 2008 EITC Grant Opportunity

Program Purposes: The 2008 General Assembly appropriated $218,500 per year to VACAP to provide grants to local organizations to provide outreach, education and free income tax preparation services to those who may be eligible for the federal Earned Income Tax Credit (EITC). Funding will support and expand the efforts of the Virginia Community Action Partnership (VACAP) through the Virginia CASH Campaign and will assist local coalitions as they provide low-income individuals and families access to the federal EITC and other tax credits. This is the third year of the grant program.

Eligible Recipients:VACAP coalition partners working to provide outreach, education and free income tax preparation services to eligible EITC recipients. Completed applications for funding must reflect compliance with Internal Revenue Service (IRS) regulations for Volunteer Income Tax Assistance (VITA) sites providing free tax preparation services. All coalitions are required to use the Virginia CASH Campaign logo/slogan in conjunction with their programs. Coalitions are strongly urged to link EITC with the Virginia Individual Development Account (VIDA) program, financial education and other asset-building initiatives.
